Communicate discreetly to the Foreign Office the substance of your 310, September 21, 11 a.m., and say that as the allied plan for railway supervision includes the Ussuri Railway, and as the operation of the Ussuri and Chinese Eastern Railways must be coordinated, this Government assumes that pending the conclusion of the negotiations now in progress for the continuance of the allied [Page 605] agreement the Japanese Government will not approve any change in the status of the Ussuri Railway through the creation of new financial commitments, or otherwise.
