Your 82, March 2, 5 p.m. At a meeting of the diplomatic corps today in view of the attitude of American Government all Legations except French were prepared to accept proposal of Foreign Office as outlined my 103, March 1, 1 p.m. for disposal of accumulated customs surplus. As French Minister declined to accept Foreign Minister’s proposal it was decided that each Legation would reply separately to Foreign Minister. Thus unless French Minister yields deadlock has been reached.
