British, French, Portuguese consuls Canton desire that whole accumulated Southern portion customs surplus be devoted to present conservancy projects after deducting equitable contribution of Southwest to maintain China’s representation abroad. American consul advocates allocation portion as above and portion for creation deepwater, purely Chinese port at terminal Canton–Hankow Railway. Diplomatic meeting February 10, 11 a.m. to consider subject. I request replies to my 72 of February 2, noon and 75 of February 3, 1 p.m.
