The Secretary of State to the American Group

Gentlemen: The Department acknowledges the receipt of your letter of May 18, 1921, with reference to the decision of the American Group approving the proposed formation of a council to consider Consortium matters.

The Department would like to know whether this proposal has met the approval of all of the Groups. It is noted that in the telegram from Mr. Lamont to you of May 14,58 transmitted to you by the Department on May 17, 1921,59 the matter was to be submitted to the Japanese Group representative in London.
