The Secretary of State to the Minister in Uruguay (Jeffery)

3. We would like Minister Buero7 to be informed that this Government proposes recognizing the Bolivian Government as the Constitutional Government of that Republic and the opportunity thus afforded Uruguay to extend recognition at the same time, if that course accords with its own policy. Formal recognition will be extended by the American Minister at La Paz on February 9. It is our understanding that Argentina, Brazil and Chile will accord recognition on that date also.
