You should immediately inform the President of the Conference of Ambassadors that you are prepared, in accord with the instructions of your Government, to resume your place as unofficial American observer on the Conference of Ambassadors. You will be expected, as in the past, to make reservations for reference to the Department on decisions affecting the interests of the United States, and to cable concise summaries of the Council meetings in so far as they may touch questions in which the United States is interested.
