68. I saw the President this morning and left with him a memorandum embodying your December 14, 5 p.m.51 He was greatly [Page 163] pleased and will publish it locally to strengthen position he has taken, stating that under no circumstances would he interfere by force in Guatemala or to impose a federation.
He states that policy of non-interference is approved by all elements of Salvadorean people except so-called Unionists in Santa Ana and he hopes your declaration [will] quiet latter for the time at least. Government has situation well in hand.
