Sir: I have the honor to enclose copy with translation of a Foreign Office note, received today,30 in which I am informed that the Covenant of the Central American Federation has been approved by the President and ratified by the National Congress. The dates of the above ceremonies are given in detail in the two enclosed notes.30

I have the honor also to enclose copies of the Official Gazette under date of February 15, last [1921],30 in which the minute details and terms of the treaty are set forth.
