Before it will be possible for the Department to consider any modifications in the protocol, it will be necessary for it to have full report of action taken by Financial Adviser under Articles 2 and 4 of the Treaty regarding validity of debts, as suggested in Department’s telegram 75, September 13, 7 p.m. The Department should [Page 847] also have full report with copies of all laws bearing on the validity of internal bond issues of 1912, 1913 and 1914, and the documents relating to the institution and work of the Féquière Claims Commission. The Department desires further a full statement from Financial Adviser of the Haitian Government’s position as outlined by him in the telegram referred to.
It would, therefore, be highly desirable for the Financial Adviser to gather the material for all these reports and to proceed with them at the earliest possible moment to Washington in order to consult with the Department regarding possible additions to the list of pecuniary claims in Article 3 of the protocol upon which the Claims Commission shall not have jurisdiction to pass.
