The French Ambassador (Jusserand) to the Acting Secretary of State

[Translation]

Mr. Secretary of State: In continuation of my note of the 16th [14] instant relative to the settlement of the claims of French nationals in Haiti I have the honor to inform Your Excellency that the French Government wishing to take into account the remarks I had laid before it as coming from the State Department is disposed to let the Gluck claim be referred to the Claims Commission provided however that it shall be distinctly understood that the Commission should only pass upon the question of the execution of the judgment.

Inasmuch as the claim has been regularly adjudicated by a Haitian Court against the Haitian Government the French Government holds that there can be no question of reviewing the duly recognized rights of our fellow countryman.
