Referring to ships building in Germany for Holland. 1. Question of decision of the case of these vessels is to come before Reparations Commission shortly and it is urgent some conclusion be [Page 361] reached. One vessel already delivered to Holland, some others nearing completion and will soon be ready for delivery. If Department has any views in the matter or arguments they wish to advance on the question request earliest possible advice. Rathbone.
