The Ambassador in Great Britain ( Davis ) to the Secretary of State

862. Department’s 510, May 15, 6 p.m.1 Foreign Office stated informally today that the Mixed Tribunals would adjourn about the middle of June and not be [reconvened?] until the first part of November and that it was deemed inadvisable to make any appointments during the three remaining weeks in view of the Government’s program of transferring on November 1st to the International Court the jurisdiction now exercised by consular courts.

The intimation was made that in the reconstruction of the International Court it was desirable on the grounds of language to have an American representative but that it was difficult to accord such representation as a right since other nations with no local colonies or interests would likewise insist upon the right of representation.
