1584. Your 1114 November 2, 6 p.m.26 and 111527 and 111628 November 3 regarding consortium. Foreign Office has only just unofficially received copy of group agreement. When examination thereof is concluded which will undoubtedly be satisfactory British Government will be ready to announce its approval but it can not do so by date suggested by Department. It is sympathetic to the idea of admission of Belgium which it will be willing to announce at that time.
I am informally advised Italian Government has renewed pressure for admission which Foreign Office feels might be difficult long to withstand. I also learn that Japanese Ambassador has request for publication in China of the entire consortium correspondence in order to correct erroneous impressions prevalent there regarding Japanese policy. Paris informed.
