141. My no. 54, September 27, and your no. 252, November 24. To judge by the results of the recent general election in Bolivia, it seems clear that the present Government is supported by a large majority of the Bolivian people. According to the information that the Department has received, the country is tranquil following the election which took place in an orderly and legal manner. On December 20 the legally elected Congress will meet as a convention to [Page 386] revise the Constitution and to elect a provisional President. As soon as a provisional President shall have been elected, the Government of the United States will notify the Government of Bolivia that the latter will be recognized as a de facto government; until it is permanently established, formal relations will be postponed. This decision of the United States you will convey to the Minister of Foreign Affairs, and you may state that an expression on the part of the Government of Argentina that it will be in accord with this decision would be very pleasing to the Government of the United States.
