- The Committee recommends that the American Commission urge the Council of the Principal Allied and Associated Powers, to hand the [Page 460] complete Treaty to the Austrian Delegation, with the understanding that corrections have not yet been made which may result from negotiations now going on. If this be considered impracticable, it is recommended that so much of the treaty as has not already been given to them, and as can be given to them, be handed to them immediately.
