President Wilson to the Secretary of State

My Dear Mr. Secretary: I think the suggestions of Mr. Hoover in the enclosed,3 about sending a copy of the dispatch to House and stating that it was sent with my authorization and approval should be complied with, and I would be glad if you would convey our attitude in this matter to House in the sense contained in the closing lines of Hoover’s letter.
