My Dear Mr. Secretary: Will you not be kind enough to acknowledge through the proper channels this message of the Grand Duchess of Luxemburg8 and say that her request about the passage of troops has been transmitted to the Supreme War Council at Versailles; at the same time transmitting the message to the Supreme War Council?
