No. 969. Answering your 798, Department’s 114, July 8, 7 p.m. Belief of Allied Governments that Danes will not lay up their ships is founded on their judgement of Danish methods and economic situation. The Danish program of shipments to Germany as stated to me will not be accepted by Allies. Allies are not in favor of granting binder-twine unless this results in reduction of home-grown grain fed to animals. Danes can harvest by hand as Germany does and should be favored with twine only if that results by agreement in reduction of exportable animal products to enemy. Is such an arrangement practical and tangible?
