Your 916, Embassy’s 10964, June 29, 6 p.m. We believe you should make it clear to Seydoux and Cecil that if Denmark assents to our tonnage proposal, good faith will oblige us to make agreement unless fault can be fairly found with some other demand they make, either upon rations or blockade, and this latter does not seem probable as substantially all blockade measures now agreed to and rations only are under discussion. Danes here expect to receive reply respecting tonnage Monday next. Upon what do the English and French base their belief that there is no probability of Danish ships being withdrawn from present trip charters if general agreement fails?
