No. 976. If Danes accept your shipping proposal there remains still the matter of exports to Germany. At last meeting with me in [Page 1333] Washington Danes advanced new proposals for exports to Germany that could not be regarded as related to previous negotiations. Acceptance by them of our shipping proposal does not carry with it acceptance by us of their new proposal of export of fish and agricultural products. This new proposal they stated had been imposed on them in order to secure immunity from new enemy prize court rule. These proposals French and British regard as impossible just as we did. I will take up with Allies acceptation of export clause along line of old agreement and report.
