1277. From Owen to War Trade Board:

No. 168. Draft of corkmakers’ benevolent [branch] agreement approved by you in Department’s No. 436, August 24, 5 p.m., No. 52 for Dye, is not in accordance with instructions in Department’s 396, July 26, 4 p.m. Other branch arrangements are being drawn up in the same manner as corkmakers’ agreement. Should not the words “War Trade Board” be substituted for “United States Government” in first paragraph of these draft agreements, and should the term Associated Governments be employed through these forms?
