Your 168, Legation 1277, October 24, 7 p.m. Corkmakers’ agreement should commence: “The Governments of France, Great Britain and Italy, and the War Trade Board of the United States each being desirous of affording facilities,” and should read further: “It is mutually agreed between each of the Governments of France, Great Britain and Italy and the War Trade Board of the United States and the Association as follows.” Throughout [Page 1200] the agreement and in other branch arrangements the words “War Trade Board of the United States” should be substituted for “United States Government.” Corresponding changes should be made throughout agreement. For example the words “the Governments of France, Great Britain and Italy and the War Trade Board of the United States” should be substituted for the words “Associated Governments.”
