Inexpediency of publishing certain names eligible for enemy trading list necessitates a confidential enemy trading list. In recommending additions and removals confidential list confer British, French, Italian colleagues and proceed as in case recommendations published enemy trading list. Specific reasons within scope Trading with Enemy Act should be given in recommendations for addition [Page 1032] to enemy trading list or confidential list. Desirable to unify Allied confidential lists far as possible. Fictitious names and names of men of straw used merely to cloak enemy trade should be recommended for inclusion in cloaks list and not enemy trading list, indicating name of principal as well. No established firm should be listed in cloaks list for cloaking enemy trade, but should be recommended for published or confidential enemy trading list.
