Report results and reasons simultaneously to War Trade Board, British Embassy, and French High Commission, Washington, [Page 1022] for final United States decision. Following cable sent United States missions, Greece and neutral European countries except Spain and Switzerland:

Confer with Allied colleagues before recommending changes in enemy trading list and, if agreement results from conference, report in duplicate simultaneously to State Department and Ensign Frothingham, United States Embassy, London, decisions and reasons. If disagreement results, send your opinion and variant opinions of colleagues with reasons. In each case give nationality and residence of person or association recommended for addition to or removal from list. Repeat to consuls.
