Authorities here agree lists should be practically identical and consider that such will be case in future per proposal discussed my 183.1 However believe cannot escape certain variations comparatively few in number in cases where British have listed firms account enemy status which our act does not permit.
(2)
I can not alter previous statutory list recommendations unless you authorize me interpret your original instructions and rules of evidence with considerable elasticity. This with particular reference enemy trade classification 4. May I interpret it to mean for ultimate benefit, financial or otherwise, of enemy or any enemy traders, wherever domicile?
(3)
Including statutory list forwarded, have recommended total 173 European firms not eligible for enemy trading list of which 64 per cent in Spain, 14 per cent Greece. Evidence here insufficient or indefinite. Please confirm by reference to summaries against Spanish names which you have received to date. May I suggest you consider instructing our representatives in Spain and Greece to report their specific recommendations concerning all exception cases either direct or to London office.
(4)
Last sentence your cable not understood. British are stat-listing very many Latin American names as our [of?] February 15, and March 1, same direct to enemy trading list. Do you wish me review Latin American cases? Frothingham.
