Referring to foodstuffs for Finland American Minister Stockholm reports that the party of law and order is now in control of north Finland and an initial shipment of foodstuffs should come forward especially as he can arrange matters so as to stop delivery at any time when it may appear that the distribution is not being properly controlled.
