2102. Answering your 1890, December 8,² received to-day. Do not see how can recognize Finland independence before Constituent Assembly acts. Similar recognition would be demanded by Ukraine, Siberia, and other provinces. Would not definitely refuse, however, and see no objection to permitting Finnish delegation to visit America.

Prompt shipment of flour, sugar, and pork recommended in my 2097¹ and 2098¹ would have a beneficial effect.
