Sir: I have the honor to acknowledge the receipt of your note of January 25, 1918,1 in which you inform me that in consequence of [Page 713] the progress lately made by anarchy in Bessarabia, your Government, upon an agreement reached with the government of the Moldavian republic of Bessarabia and General Shcherbaehev, commander in chief of the Russian Army at the Rumanian front, has placed Rumanian troops at the disposal of the Government of that Republic.
