The British Ambassador (Reading) to the Secretary of State

[A copy of the following paraphrase of a telegram was handed to the
Counselor for the Department of State on July 12, 1918:]
The British Secretary of State for Foreign
Affairs (Balfour) to the Ambassador at
Washington
Czechs at Vladivostok. Please inform the United States Government
of the steps taken by His Majesty’s Government and explain that
our action has not been adopted with any intention to start
intervention but for the sole purposes of ensuring order in
Vladivostok, securing the communications of the Czech forces,
and safeguarding the Allied stores in the city. At the present
crisis the greatest importance is attached to all of these
objects.
