Referring telegram to Department from Consul Harbin June 141 recommending publication of written memorial signed by Allied consular representatives, Department disapproves of publication and is not prepared at this time that any of its representatives should be connected with any public statement endorsing military intervention in Siberia.
Please advise Tokyo, Harbin, and Vladivostok accordingly.
