Sir: … In reply to the representations of my British and Italian colleagues to the Norwegian Government that, upon the evacuation of the Baltic provinces by the German troops, the Norwegian Government should assist in protecting them against the spreading of Bolshevism (see my telegram No. 13131), the Minister for Foreign Affairs has intimated to them that even if such action were desirable in principle it could not be taken by the Norwegian Government, as it would not be possible to obtain the consent of the Storting with its large Socialist majority.
