The Danish Minister at Petrograd has telegraphed to the Minister of Foreign Affairs announcing the appearance of a Bolshevik decree ordering the arrest of all subjects or citizens of the [Page 662] Associated Governments between the ages of 18 and 45. I further learn that the announcements of Bolshevik victories over the Czechoslovaks have been chiefly fabrications and that the early fall of Vyatka and Perm is expected. Copy to London.
