Referring Department’s 2032, January 30, 7 p.m.,3 we infer you desire guard but your telegram arrived too late for marines to make the only connection to Kola nor have you advised entry of marines arranged for. In view of this and other considerations Department will not send additional marines but will replace those you have retained with others who can take their turn for service in Embassy, [Page 380] gradually releasing those there now and thus keeping courier service in uninterrupted circulation.
