Embassy Petrograd reports that Kamenev has been appointed Envoy Extraordinary and Plenipotentiary at Large of the [Page 370] Bolshevik government and Zalkind appointed in the same capacity to Switzerland and that passports of both have been visaed by British representatives. Please ascertain if report regarding visa is true.
