6103. Admiral Sims requests transmission of following to Secretary of the Navy:
Following information must be guarded with the utmost secrecy. In spite of efforts of all destroyers and patrol vessels available the situation is increasingly critical: 88 ships, 237,000 tons, British, Allied, and neutral, lost during the week ending April 22, not counting fishing vessels; also greatly increased number ships unsuccessfully attacked indicates marked increase in number of submarines operating.
