Sir: The Department has received your No. 398, of July 30, in which you report that on July 27 you were taking a walk when you were stopped by an officer and several soldiers and were detained at [Page 754] their barracks for some time. You enclose copies of your note to the Foreign Office, requesting an investigation, and the reply of the Minister for Foreign Affairs, promising one and apologizing for the occurrence.
The Department approves your action as stated above.
