Your telegram July 27.8 On behalf of the Government of the United States I accept the text of treaty forwarded in your letter of the 18th instant and accompanied by a memorandum of your [Page 641] Government dated June 28, 1916. In order to clear up the English translation, I have had to make two or three verbal changes which do not in any way affect the sense of the text. Please telegraph me what the words “capitals allotted to the churches” in Art. II mean. Do they mean investment made by the churches or moneys allotted to the churches out of the revenues of the islands?
