Dear Mr. Minister: Acknowledging the receipt of your informal note of the 27th and complying with your request, I have pleasure in sending you herewith copy of the draft text of the note I propose to address to you,10 upon the signing of the formal treaty of cession of the Danish West India Islands, in which it is stated that the Government of the United States cannot support any claim of private parties against Denmark for alleged services or good offices in connection with the cession.
