President Cabrera informed me yesterday afternoon that the proposed congress to arrange for the union of the Central American States under one Government will not be called together at present [Page 45]as it is evident that nothing can be accomplished in view of the action of Tinoco in withdrawing Costa Rica from the Pan-American Union and some other happenings.
