President Cabrera informed me yesterday afternoon that the proposed congress to arrange for the union of the Central American States under one Government will not be called together at present as it is evident that nothing can be accomplished in view of the action of Tinoco in withdrawing Costa Rica from the Pan-American Union and some other happenings.
