Your February 3, 3 p.m. In view of the breaking off of diplomatic relations with Germany as reported to you in Department’s February 3, 1 p.m.1 you will of course have no intercourse whatsoever with the German Chargé d’Affaires in Costa Rica.
With reference to Department’s January 30, 7 p.m. you will take no step which might be considered as recognition of Government of Tinoco.
