Panama, April 12, 1917.
Sir: I have the honor to report that Señores Don Eusebio A. Morales, and Julio Arjona Q., will leave on next Monday for Washington as members of a special commission appointed by the President of Panama to confer with the proper authorities at Washington for the purpose of attempting to effect an arrangement for the joint construction by the United States and Panama of railroads and wagon roads [Page 1196] in the Republic of Panama. This mission is authorized by a law enacted at the sessions of the late National Assembly of Panama.
