Sir: I have the honor to acknowledge the receipt of your note of November 22, in which you state that your Government has decided to apply the sum of $485,000, from the sum of $3,000,000 to be paid to Nicaragua by the United States under Article Three of the Treaty of August 5, 1914, to the account of its indebtedness to the United States under the terms of the protocol concluded between the two Governments on September 18, 1909.

In reply I have the honor to inform you that the United States concurs in this application of the mentioned sum from the $3,000,000.
