My telegram August 21, 4 p.m. The President informs me that eighteen provinces nave accepted the plan of a provisional National Council of five members from each province which is to complete the Constitution and parliamentary election law. Kwangtung, Kwangsi, Yunnan, have not yet agreed but he hopes to persuade them.
