Your 351, August 2, 7 p.m. Please avail yourself of first favorable opportunity to inform President Carranza that the Government of the United States has taken due note of his assurance that American oil and mining interests need not be concerned over Mexican Government’s attitude toward their properties; that it is not the intention of the Mexican Government to take over properties now in exploitation; and that there will be no confiscation of such properties.
