Your telegram March 15, 6 p.m. Minister of Fomento appreciates difficulties American mine owners will have in complying with decree in the time allowed and will take up the whole mining question very soon with the First Chief who is now in the Capital. Indications are that an extension will be granted. Translation of the decree referred to sent you in last Wednesday’s pouch.
