Excellency: The Consul of Mexico at Presidio, Texas, reports to me that 27 Mexican soldiers fleeing from a band of malefactors who pursued them crossed into American territory opposite the American town of El India, Texas, where they were arrested by the American authorities and seat an to Presidio Texas.
[Page 945]I shall be obliged to your excellency if you will kindly issue the order to let those twenty-seven soldiers return to my country with the arms and baggage they brought over the border.
