My Dear Mr. Secretary: Referring further to your letter of April 30,2 1917, inclosing copy of a note dated April 20, 1917, from the Ambassador at this capital of the de facto Government of Mexico, [Page 941] transmitting a list of certain arms and other articles which were recently surrendered by Mexican soldiers seeking refuge in the United States to American military authorities at Ruidosa, Texas, in which note the Ambassador requests that the articles in question be turned over to the Mexican consular agent at Presidio, Texas, and that permission be granted for their return to Mexico, I have the honor to inform you that the arms and ammunition referred to were turned over to the Mexican consul at Presidio, Texas, on April 24, 1917, for return to Mexico.
