Sir: The note you did me the honor to address me under date of August 21, 1917, inclosing copy of a reply from the Honorable the Secretary of Labor, in regard to the admission of Japanese wives proceeding to this country unaccompanied by their husbands, was [Page 873] duly received and I did not fail forthwith to apprise my Government of its contents.
I am now instructed by Viscount Motono to express to you and, through your kind offices, to the authorities concerned the Japanese Government’s entire gratification that the pending question has been so satisfactorily composed through a full and frank exchange of views.
