Have had absolute confirmation that council in Charleville is deciding yesterday and to-day whether Von Tirpitz’ plan to torpedo without notice all ships within war territory in English waters, whether such ships are neutral or not, shall be adopted. Von Tirpitz, Falkenhayn, and military favor this plan. Chancellor and Foreign Office opposed. Decision lies with Emperor.
