228. Department’s 198, December 28, 6 p.m. Minister of Finance has just replied that in order to give the proper answer to the suggestions contained in said telegram it will be necessary for the Department to refer to concrete cases of proposed drastic measures [Page 633] as so far the Government has only issued a decree by which banks of issue are required to comply with provisions of banking laws which were in existence when the revolution began.
